CIRCULAR No. 30/36/2026/69 29-9-2026
To Office Bearers, State Federations and
All India Bankwise Federations, All Unions
Dear comrades,
AIBEA Office Bearers’ Meeting
Welcomes the decisions of UFBU
An online meeting of the Office Bearers of AIBEA was held yesterday evening to report the details of the Minutes signed by UFBU with the IBA and deferment of the strike. Com. B S Rambabu, President, AIBEA presided over the meeting.
The General Secretary explained in detail about the background in which the UFBU decided to give the call for the recent agitational programmes, discussions held before the Conciliation Meeting on 22nd September, 2026 and the subsequent discussions by the Chairman of the IBA as well as the informal discussions by the IBA to find an amicable solution which led to reaching of understanding with IBA and the signing of the Minutes on 27th night.
All the Office Bearers appreciated the efforts of UFBU to utilize the pressure and impact created by the agitational programmes and strike on 11th September, 2026 to find acceptable solutions to our demands. They also endorsed the Minutes signed by UFBU and welcomed it as an effort to take our demands further forward.
The meeting noted that when the provisions of the 12th BPS settlement dated 8th March, 2024 on implementing 5 days banking is not getting approved by the Government for more than 2 years, there has to be some alternative method and formula to achieve our objective of 5 days banking.
Similarly the meeting noted that the unilateral PLI scheme is now before the bilateral forum which is a very important achievement of the UFBU.
The meeting also noted the Residual Issues as per minutes dated 8-3-2024 (like recruitment of clerks and susbtaff, pension updation, improvement in pension, uniform DA formula on pension, ex-gratia for private banks, improvement in gratuity, option from NPS to OPS, regularization of temporary employees, etc) were not being discussed by IBA so far and now IBA has agreed to commence discussions on this issues which is also a positive development.
The Office Bearers hence felt that in this background, the deferment of the strike and going for negotiations on our demands is the right option in the given circumstances.
The meeting lauded the efforts of UFBU for launching the agitation at the right moment, conducting it successfully and ensuring that our demands are now before the negotiating table to work out solutions.
The meeting congratulated all our unions and members for the leading role in conducting the agitational programmes effectively.
The meeting noted that some of the employees are expressing their anguish over the deferment in view of the genuine expectation on introduction of 5 days banking. We should understand the same as a democratic expression of our members and explain the details to them to make them understand the reasons for the deferment of strike.
At the same time, the meeting noted that there are deliberate, mischievous, vituperative and malicious orchestrated and designed campaign in the social media to denigrate the leadership of AIBEA and UFBU and to demoralize the membership at large. We know that these elements who want to disrupt the unity of employees and officers under AIBEA and UFBU. The sinister move these inimical forces have to be thwarted by our members.
The meeting called upon all our State Federations and unions to hold physical and online meetings at all levels to explain the details of the Minutes signed on 27th September and the way forward.
