**AIBEA Letter dated 4 July 2026 to All India Bankwise Federations: Fresh Panels for Appointment of Workman Directors**
AIBEA has written to the General Secretaries of all affiliated bankwise federations urging them to prepare fresh panels of names for the appointment of Workman Directors in Public Sector Banks. The letter highlights the Government’s continued delay in making these appointments for the past ten years despite repeated submissions and strike demands.
**Background**
The present Government has deliberately avoided appointing Workman and Officer Directors in PSBs for a decade. AIBEA and UFBU have
consistently pursued the issue with the Department of Financial Services (DFS), submitted panels, and included it in strike notices. The standard reply has been that the matter is “under process and pending with PMO.”
The issue is also pending before two courts. In recent conciliation meetings, DFS informed that a proposal has been sent to the PMO and clearance is awaited.
**Current Development and Action Required**
DFS has now asked banks to submit fresh panels. Banks will therefore approach the unions shortly. AIBEA has already submitted panels for UCO Bank, Indian Bank, and Canara Bank. Unions in other banks are requested to keep updated panels ready and forward them to AIBEA immediately upon receiving the bank’s communication so that AIBEA can submit them to the management and Government.
**Significance**
The letter reiterates AIBEA’s firm commitment to the long-pending demand for representation of workmen on bank boards. It calls on all federations to respond promptly so that the panels can be submitted without further delay.

**Reg: Appointment of Workman Directors**
We are aware that the present Government has been deliberately avoiding the appointment of Workmen and Officer Directors in the Public Sector Banks for the past ten years. All our Unions have been giving the panel of names and AIBEA is also pursuing the issue with the Government but the response is the stock reply that the matter is under process and pending with PMO.
The issue is also pending before two Courts. The issue was also part of the UFBU Strike Notice and in the Conciliation meeting the DFS replied that they have submitted the proposal to PMO and awaiting their clearance.
Now, DFS has informed us that they have asked the Banks to submit the panel once again. Hence Banks will ask our Unions to submit the fresh panel. Already, our Unions in UCO Bank, Indian Bank and Canara Bank have submitted the panel to AIBEA as per our standing decision and AIBEA has submitted the same to the management and Government.
In the other Banks also, management will initiate the process and ask for the panel from our unions. We request you to keep the panel of names ready and on receipt of Bank’s letter, please forward the list to AIBEA for onward submission to the Banks and Government.
