Title: Recruitment of Clerks/CSAs in Banks – Modified Sequencing and LLPT Test
Summary:
The All India Bank Employees’ Association (AIBEA) reports on efforts to improve recruitment of Clerks and Customer Service Assistants (CSAs) in Public Sector Banks. Recruitment of Clerks/CSAs in Banks
Modified sequencing and LLPT test
Due to our struggles and consistent efforts, in the recent years, Banks have increased their Indents with IBPS for appointment of Clerks/ Customer Service Assistants as can be observed from the following:
Indent placed by 11 PSBs
2023-24: 6,035
2024-25: 8,704
2025-26: 11,830
2026-27: 15,736
When compared to the needs, this is inadequate and that is why we are consistently pursuing the issue for further recruitments in the banks. In our 30th Conference also, we have decided accordingly.
But we have been observing that while the Indents are increasing, the actual recruitment is far less and hence vacancies continue to remain unfilled. On our taking up the issue with IBA and Government, they agreed that the sequence of recruitment process will be modified by recruiting officers first and then release the results of candidates for CSAs.
We find one more problem being faced by the Banks. After the candidates are supplied to the Banks by the IBPS, Banks are required to conduct Local Language Proficiency Test and those who do not become successful in this test are not given appointment in the Banks. Thus, the net appointments become much lesser.
Hence have taken up the issue with the Government, IBPS and IBA suggesting that the IBPS should conduct the LLPT and then give the final list to the banks. We suggested that Banks should be relieved of this work.
We have also suggested that the sequence of recruitment process should be suitably modified so that maximum of the successful candidate allotted to the banks join the banks.
After our letter on these lines, we were in touch with DFS officials and we learn from their source as under:
Sequencing is starting from this year only. IBPS has been advised to modify the sequence of recruitments of officers and CSAs. The effect will be known by this year’s result declarations. Last year’s results were not based on revised sequencing. Though decided last year, the sequencing comes into force only this year because the IBPS calendar is prepared on a yearly basis.
In this year recruitment process, i.e. for appointment in 2027-28, the modified sequence will be implemented and this would improve the rate of acceptance by the selected candidates and reduce attrition.
LLPT is being revamped with a new methodology. The Local Language Proficiency Test is proposed to be conducted by an independent agency with the assistance of IBPS. It will take effect from this year. After one or two years of the introduction of this system, the process of LPT will become a part of the application stage itself, and so the candidate will have to complete the LPT before applying. During the application stage, the candidate will have to provide either the 10th Mark sheet of the Language or the LPT Certificate.
Decision to this effect is being taken by the Government and it is in process. This will relieve the Banks of the need to conduct LLPT test at their level.
We hope that these two measures will improve the number of candidates joining the banks and would reduce attrition.
